The City of Homewood has a Mayor-Council Government headed by the mayor and eleven council members. All funds to the Library from the City are appropriated annually by the City Council.
The Homewood Public Library Board of Trustees (the Library Board) is legally responsible for the operation of the Library. Library employees are not under the Jefferson County Personnel Board. The Library Board establishes policies relating to employees and operations. The Library Board consists of 5 members each living in and representing one of the 5 city wards. They are appointed by the Homewood City Council.
The Library Board appoints the Director who is responsible for the operation of the Library. The Director acts in an advisory capacity to the Library Board and serves as the Secretary to the Board. The Director is not a member of the Library Board and has no vote on matters under consideration. It is the Director’s responsibility, with the approval of the Library Board, to prepare the budget, determine operating procedures, and handle all personnel matters.
The Homewood Public Library is a member of the Jefferson County Library Cooperative (PLJC). The Alabama Public Library Service (APLS) is the State Agency responsible for coordinating all Alabama public library services. Funds from the State and the County are appropriated through the Jefferson County Library Cooperative.
Dr. Paul Doran is currently the President of the Library Board of Trustees and serves as the Library Board Liaison for the Foundation. He has served on numerous Foundation Boards over the years and was the driving force behind the development of the Homewood Library Foundation.
Melvin has served on the Library Board since February, 2014. Melvin is a graduate of Millsaps College in Jackson, MS and begin his career as a CPA with KPMG Peat Marwick. He is the co-owner of LIST Birmingham. He is married to Jill and their son, Bram, is active in Homewood sports and attends OLS Catholic School.
John Krontiras is a long-time resident of Homewood as well as a long-time business owner in the community. He owns and operates Nabeel’s Mediterranean Cafe and Market. He is a member of the Homewood Rotary and has served on several boards. He currently serves on the Library Board of Trustees for Homewood Library.
Karen has served on the Homewood Library Board of Trustees since January, 2014. Karen graduated from Samford University in 2003 with a major in Journalism and Mass Communications and a minor in Business Management. Karen is an active member in the Homewood community where she lives with her husband, Blake, and two children.
Deborah Fout is the Director of the Homewood Public Library and the Executive Director of the Homewood Library Foundation. She has worked at Homewood Public Library for over 31 years and became Director in 2009. Ms. Fout has been serving as the President of the Jefferson County Library Association's Executive Board since 2015. She also serves on the Board of the Homewood Rotary.
